Floating Pool and Urban Beach Project Proposal

The Dún Laoghaire Harbour Masterplan was published in 2011 following extensive consultation with all relevant stakeholders. One of the exciting and innovate public projects within the Masterplan is the development of a floating swimming pool alongside Berth 1 of the renowned East Pier, Dún Laoghaire Harbour.

Inspired by the Badeschiff facility in Berlin, Dún Laoghaire Harbour Company has further developed the concept for this floating pool facility since the publication of the Masterplan.  With support from Dún Laoghaire Rathdown (DLR) County Council, the Harbour Company is now proposing to develop a floating pool and ‘urban beach’ facility.

A feasibility study for this project was conducted in 2012, and a project design team was appointed in February 2013.  Dún Laoghaire Harbour Company plans to submit a planning application in late 2013, with a view to having the floating pool and ‘urban beach’ facility operational by summer 2015.

Dún Laoghaire Harbour Company conducted a pre-planning consultation with all relevant stakeholders during August and September 2013.

An Urban Beach for Dún Laoghaire

The proposed new facility will be located alongside Berth 1, adjacent to the East Pier of Dún Laoghaire Harbour.  It will be comprised of a floating swimming pool (approximately 250m²), containing seawater permanently heated to 26°C using renewable energy sources.  The floating structure will be designed around a converted river barge, which will house both the swimming pool and an ‘urban beach’ (approximately 240m²).

As well as the floating barge, the new facility will have an additional ‘urban beach’ area on Berth 1 (approximately 500m²); changing facilities; toilet facilities; a café / restaurant / juice kiosk; a small administration / maintenance / lifeguard building; entrance and security features; and link structures between the floating platform and Berth 1 on the East Pier.

An entrance fee will be required for the use of the urban beach and swimming pool.

It is intended that the facility will act as a significant public amenity and tourist attraction, and will create a hub of activity within the Harbour.  It will create up to 10 local jobs; attract 150,000 visitors per annum; and will be worth up to €1 million per annum to the local economy.

Pre-Planning Consultation

A public pre-planning consultation took place in relation to this project from 28th August to 27th September 2013.  During this consultation period, Dún Laoghaire Harbour Company called for written submissions outlining stakeholders’ views.  33 responses were received.
